To His Excellency

Sir,

I have the honour to transmit herewith copy of a despatch addressed to me by Mr. J. Jamieson, Commercial Attaché to this Legation, enclosing a memorandum upon the West River navigation.

The suggestion that Kongmoon should be made a Treaty Port, at which imports from abroad should be subjected to Customs examination appears to have much to be said in its favour, and I intend to bring this matter before the Inspector-General of Customs here.

With regard to Mr. Jamieson's second proposal, as to providing for Customs examination and payment of duty at Hongkong, I shall be glad before taking action to have an expression of your opinion as to the feasibility of the scheme.

I am sending a copy of Mr. Jamieson's Memorandum to the Foreign Office, informing Lord Lansdowne that I am consulting Your Excellency on the subject.
